Race icons on the top of Diplomacy screen?

On some of the faction's diplomacy screen they have a small icon of another race or races. Hover over it just gives race info but not reason why it's linked. What does it signify?

This is the area just above where ambassadors show.

The race pictures indicate that the faction has at least one colonized planet with that race living on it.

Hover also gives a tooltip on population amount for that race.

In my case I'm Human and Ikkuro show Human as a minority. Do I need to try to get them to emmigrate to me or does it not matter?

For the most part it means they've snatched up an independent colony of humans, and now they can use them to colonize more planet types than before.
