Can you steal a technology your race is disallowed from researching?
For instance, if I'm playing humans, can I steal light interceptors even though it is disabled for my race?

Yes, you can - one thing I dislike about the game. Every tech is available to everyone with theft.

You can even steal and build imperial palace without being a monarchy.

YES, as a Human I stole Gizurean Fighter Bays and Fighter designs from a Gizurean Empire.

You're thinking of Tech Trading. Stealing, looting and discovering tech through spies, conquest and wreckage cannot be disabled.

Should be easy to do through a mod. Afaik 'steal technology' is one of the spy abilities you can disable per race, so just disable it for all the races.

Looking at the XML for governments, I see a way to add the Internal Stabilization mission type, but don't see a way to remove mission types. Do you know how to remove mission types?

Yep, look in races, its within <AllowableIntelligenceMissionTypes>, I think <CharacterMissionType>StealTechData</CharacterMissionType> is what you want to remove. I've never tried this, so don't @ me if it doesn't work or breaks something lol.

This needs to become part of a grand overhaul mod. Should finally slow down tech progress to what it's supposed to be. Maybe find a way to still allow stealing old techs for general balance?

But I'd also guess the spies will now be stealing maps non-stops making this recon part of the game useless as well?

Ah yep. Still newish to the game. I figured it turned it off for spies as well, but I guess not! There should be an option.
