You can assign refuelling of individual ships. But if you want the fuel tanker to handle an entire fleet, the best way is to assign it to the fleet and automate it. It will then load/mine fuel as needed and fuel all the fleet ships.
You can add as many fuel tankers as you like to a fleet.
My bad regarding the fuel collection, I was trying to collect on another empire's territory without realizing it.
Although what I meant with fleet is, if you make a fleet composed by only 2 fuel tankers, you lose the ability to right click send them somewhere and the ability to right click to refuel target ship - essentially fleet of fuel tanker only are currently broken ^_^'
Also thanks for the hint on how to use them, but I would suggest the addition of "right click -> refuel fleet" for people that like to manually move them
Fleet tanker behavior has been improving for several months now, and it's a matter of understanding how they work currently.
1. I use 3 tankers for each 10 ships.
2. You have to manually send your fleet somewhere it can stop for a while in order for the fuel tankers to catch up and refuel the ships in the fleet to which they are assigned.
3. Tankers are still brain dead in terms of pathing and decisions about when to refuel your ships, when to retrofit, and where to arrive when they do catch up to your fleet. Don't be surprised if they fly directly into an entire fleet of enemy ships or space monsters when they do land in system. I've reported this behavior countless times, and to the credit of the devs, they keep trying to make it better. It's still a WIP, but far, far better than before.
4. Make sure the tankers in your fleet are set to "automatic." If set to manual they won't do anything useful.
5. I set the entire fleet to "Do not engage" so they will simply sit there without moving while I wait for at least one of the tankers to arrive and start their work, this is after they arrive in a quiet system.
If you have sufficient tankers in a fleet and you leave the entire fleet sitting in one location for a few months of game time, at least one of the assigned tankers will catch up and start refueling the fleet. That's the best you're going to see at this point in the game's development. If that's enough for you, then use tankers in your fleets. If not, then manually refuel them as you need.
I have two in a fleet, they're set to fully automated and the fleet is 35% fuel, yet they won't do anything. The fleet has been sitting there for months :(

Sorry to hear it. Link a save game over in the tech support forum and let the devs see it. Every once in a while I report what I think is a bug and I'm wrong. The mechanic is working as intended and they come back and explain why. Very helpful stuff.
I'm playing in the new patch as you are, and my tankers are refilling my fleet's tanks relatively reliably. They are not refueling ships at 75% or so, but will refuel near empty combat ships.
My fleet is manually controlled, but the two tankers are set to fully automated.
Does yours work on a manually controlled fleet?
Absolutely! All my fleets are manually controlled. My tankers still do dumb things like warp off to refit in the middle of a refueling session, but they will refill my fleet eventually. I think I've already put in four bug reports on their behavior just this beta, so not very reliable, but my experience is far better than what you reported.
If you go over to the tech support forum you can see screen shots I've posted of them doing their jobs in various degrees of efficiency, but they are doing something.
Edit: BTW, unexpected new beta today that fixes one of the refueling bugs I listed. Might want to give it another go and see if there are any improvements on your end.
I've moved to a different system and they started refueling :)
