Can you capture / take over territory?

Without taking over colonies? Like I want to make a resort base in a black hole that is so close to me and surrounded by me, but it's already claimed by another empire so I cannot. Am I forced to take over their homeworld just to make my resort base?

I think your options are:
A) declare war on them, and then build in enemy territory
B) destroy the economy creating that territory influence - blockade that colony and destroy nearby bases (do not need to declare war - but they may)
C) ?
