How do you obtain ruined spell books for B equipment

I got everything for a piece of B grade equipment but cant seem to find ruined spell books what do I need to do to get them?

It's the reward for 6-4. You can also pick up one VERY rarely with the herblore guide.

damn that's far unlocked nearly all B gear but at 5-5

anyway the item it unlock is really bad...only time i unlock it its for steam achivement so wait when you will have it whitout trying
