Not to fret though, later in the game, you will meet the requirement easier and have more control over the digivolution.

And yes it is based on their stats and how you train them as well as in, their mood and etc. But you dont need to worry though, just play the game and do a few hours in the gym daily and progress. There are also hidden stat Requirements that you cant keep track of like Battle Count and etc.
The worst part about this game is that it encourages you to grind via battle while the original title endorses you to grind at the gym like a real gigachad. The best way to gain stat is by fighting Wild Digimon that has higher stats than your Digimon. However, it is recommended to start doing that until you reach 2nd Generation.
I'd use some mods on NexusMods for Quality of Life mods that saves time, I reckon you to check them out if you feel some stuff are a bit tedious and makes the game more fun for you.

There are mods that shows the hidden stat requirements as well as mods that enables you to gain all gathering resources with one click instead of multiple times.

For example if you want to digivolve your Motimon into Tentomon it needs to have HP≥ 1500 and STA≥ 210, and for Terriermon your Gummymon needs to have STA≥ 150 and SPD≥ 210.
They usually have multiple requirements and some digievolutions have the same requirements but also have another extra, so you have to be very precise if you want a specific evolution.
Digimon have different digivolutionpaths, not just 1. It all depends on stats/weight/happiness/discipline/etc. If however your digimon is changing into Numemon it means you are not letting them poop on the toilet and/or you don't make them rest after a few trainingsessions.
