Difficulty differences.
Beginner Mode: https://www.bandainamcoent.asia/sea/news/digimon-world-next-order-now-available
The Beginner Mode difficulty level is an easy-to-play difficulty that puts a cap on enemy strength, making it ideal for players new to the Digimon World series.

The japanese psvita version is much easier compared to the western versions.

Comparisons.
In the jpn vita game: https://www.resetera.com/threads/why-did-they-jack-up-the-enemies-stats-in-the-eng-version-of-digimon-world-next-order-vs-the-jpn-version.132993/
1st: Slightly higher stat gains in the gym in the jpn version.
2nd: Multiple times much higher stat gains on the english version from battles, in jpns they get maybe those in single digits.
2nd: Evolution requirements are up to 10x easier on the jpn vita.
3rd: All enemy stats are up to 10x less in the jpn vita game.
4th: Bit rewards are increased on the jpn vita game.
5th: OP gained when you cheer during the hit animation is reduced from 30 to 20, making special moves much more of a PITA to pull off
6th: You have to raise a tamer skill to have more than one move slot for your Digimon, but in the Japanese version you have all 4 move slots available from the start...

Might as well be our normal is hard, our easy is normal, and our beginner is easy.

What about the unlockable "hard" difficulty?

Yeah pretty much the same info I've read around, the pc version is much harder, enemies being more difficult stat wise, you need more stats to digivolve, the stat gains not so sure, considering if you have higher stage digimon you will get less stats from battles, no idea how much worse it was on the vita, or how much worse the stat gains on the ps4/pc has in gyms.
Besides the new beginner difficulty, in what way does it cap the enemy stats, and if it does anything else.

It seems like the difficulties are a mess and this mess was only amplified with the international release of the game. It's to the point where i'm not even sure what's the "default" difficulty anymore, because while the game might say "this is the normal difficulty" some argue it is actually "hard" because of some technicality or something like that.

My bad meant the pc version is much harder.

What i'm getting from this is that only the psvita (which i assume is the japanese only version) was not only easier, but just wildly different in terms of mechanics as you described in the main post and that also some people seem to compare that some areas of the game were emptier or they were overhauled in the international version, or at least for the PS4, maybe because the game had more time in development and so it concluded the difficulty of the original japanese version was not the intended route.

Honestly, who knows. I just wish this wasn't such a mess.

Ah yeah, also in the link you showed, someone mentioned that some areas were upgraded visually, so ps4/pc are basically remastered versions of the psvita game.

Apparently, but if that's the case, it begs the question: Was the difficulty from the PSVITA version not finalized and the actual difficulty we are supposed to be getting is the one we are seeing right now? Or maybe the PSVITA difficulty was the intended difficulty at first, but they change it in later releases due to complains from the japanese audience that it was too easy?

No idea, could be both. They prolly were like, "well we're making the game now for ps4, what can we do better?". At least they did something, instead of just making a lazy port.

Though the difficulty part is meh anyway, I'm running around with ultimates within 5 hours, using the beginner difficulty obviously, as don't want waste time to do stuff that I've already done on the console.
