City not getting larger after hitting 15 Prosperity

What it says on the tin. I've gotten all of the mon I can so far, as well as recruiting Taomon; but the city hasn't upgraded to being larger. Has this happened to anyone else?

A bit of advice before i answer your question OP. You better ignore anything that Elrohir Telemmaitë said, that person always give info without checking whether the info are right or not first. Its lead to a lot of misinformation and he never learned to recheck first.

Now for your question. sometimes the story got bug a little (or maybe its made to fit the story, to show that it took a few days until the upgrade complete), wait for a few days in game until you got mail to get back to the city. Usually it would happen after 1 day. Afterward just continue with the story.

Okay, so I feel a fool but apparently my town is still stuck at 14 Prosperity. But I've recruited everyone I can think of! I can't get Seadramon, he says that the town has to be bigger first.

I've got: Biyomon, Togemon, Veemon, Wormmon, Numemon, Tentomon, Renamon and Palmon. As well as Kuwagamon and Kabuterimon.

if you miss one you have Garudamon to recruit in the path just before Logic volcano if it's not already done (you have to go to the red material extraction point to make him appear and fight him)

to my knowledge (potentially flawed), you cant recruit garudamon before first town expansion - can fight him and beat him, but he'll just sit there until you talk to him after expanding

I've got the same thing happen to me, got the 15 Digimon I can recruit but can't progress the story for some reason

I had the same problem, I think there is some sort of timer or so, after some time they talked to me and the story progressed, until then I wasn't able to recruit any other Digimon.

Read the Mainfolder in Mails, this is for Story. When searching other human, look at powerplant. But for first 12-15 days, try to develop your Digimon to at last Ultra Level.

What does Botamon in Jijimon's house say when he tells you which 3 digimon you should look for to join the city?

After getting wormmon in the walkthroug:
You receive a new DigiMail. The DigiMail is from Jijimon with the information that there are humans spotted in the Power Plant #2 sub-area. Take the south exit in Vast Plateau to get there.

Has this been solved yet? if everything is working correctly you should have i believe 11+ prosparity and have seen the Cutscene with Taomon and Jijimon at his house after he comes to the city, once both these conditions have been met a timer starts where you must wait 24 in game hours (similar to the seed taomon gave you) after the 24 in game hours pass you must zone out and back into the city and it should give you a cut scene where the city grows to a larger city.

Well, now I feel thrice a fool. I ended up just restarting the file out of frustration after waiting almost 24 in-game hours.

I only found 9 people to join my town before the city expanded. It unlocks through the story.
