It is possible to use both without having to switch between them constantly. Simply have more than one cook. One with the salt scoop, assigned to the Cooking Pot (so that you get salt after rest), and another with the ladle. When you click on the Cooking pot to prepare a meal, you can choose which Cook you want to use. It doesn't matter if that person is at the pot. He/she can still produce meals.
From a gameplay perspective, it is cumbersome to divide up the benefits between two items but this is a workaround.
For example, I have a troop of about 11 people, 3 bears, 2 alphas, 3 wolves, a caveman, some molerats (who reproduce sometimes), and around 9 livestock boars. The boars are good for food, but would be better if the salt was also more efficient.
Also, this troop was made before the Salt scoop was nerfed, and was able to cook meat without any salt.
That doesn't mean that we can't buff the current Salt Scoop. What they could do for a buff is have the Cook equipped with the Scoop acquire +1 salt based on their rank as a cook on top of the general +2 Salt acquisition. This way, if you're at Master Rank, you'd generate an extra +4 salt on top of the normal +2. Novice Cook is required as a Rank in order to generate the +2 Salt per rest anywho so ignore that.
