The level 8 reward increase by level. So you can build a second trade route by level 9 and so on...
Once you have a travel post in each of two bordering zones (e.g. Tiltren and Arthes) and your "Trade and Craftsmanship" path is level 8, you'll unlock the ability to build a road between them. Every level in "Trade and Craftsmanship" from then on allows you to build another road between two more bordering travel posts.
While at a travel post with roads, you can withdraw non-Trade Goods items from other travel posts' storage for free so long as the road system connects them to your current location. Otherwise, withdrawing items from other travel posts costs a flat 50 krowns per withdrawal.
