Confused about losing "Wanted"/Hunted by guards.

I reached 101 and became wanted. I now have traveled and lost suspicion down to 80. The tooltip shows no wanted "stars" but guards still hunt my party.

Does this mean that once you are wanted you are wanted forever, until you give up your stolen good/pay the fines?

Think the wanted drops off when you reach 50. So when if the guards get you, you can either fight and get more wanted, pay depending on your crime and loose what you taken, and lower the price, or just pay for everything, or accuse someone in your party and send them to prison, then go to the prison and hire them back, done that 3 times got nothing negative about it cept loosing the gold for the hiring them back.
