You can go either way but in my opinion and after I tested warhorses in the early access, I would rather let the horses be carries increasing their constitution and movement only instead of having them in battle.
After level 5 when they can wear armor they can become tankier but they are still very low on damage and only helpful if one of your companions is engaged with someone and you want to surround and hit them from behind with it OR if you want to engage archers with it that are doing low punching damage, to prevent them from spreading fire or pushing your companions back or killing them from afar.
I've said this before in another post but the value of a war pony is not in its direct attacks but its ability to Inspire units for free (via the Rearing skill), granting them double movement points, You don't get to choose Rearing until level 5 but when you do, it is transformative.
There have been so many occasions when troops Inspired by my war pony, especially those with powerful AOE attacks, were able to reach distant groups of foes, smack them down, and then retreat to safety. Do not underestimate how powerful 28 to 36 movement points can be- this level of mobility opens up all sorts of tactical options and makes hit and run tactics especially viable.
And amazingly, this valuable ability does not require any valor points, Possibly one of the best skills in the game.
That being said, there really isn't any much need for more than one war pony, to provide Inspiration, but I suppose that you have two, you could have most members of your warband moving at double speed.
