I also play with the region locked exploration mode.
I just finished the first region and can leave with the border pass via 2 gates:
To Edoran into the west and to Gosenberg to the north east.
Behind the first rat nest (near The Haven) was also a "secret passage" to a Mount Altis.
So my guess is that I am supposed to go one of those 3 ways... ^^°
As it so happens I went to the west where the gate is called "to edoran" and am now in the County of Arthes.
But honestly the jump in difficutly is HUGE compared to the easy go lucky way in Tiltren.
Besides having to fight with many more, they are also more resilient, beefy, hurtful and with many buffs to go with.
All that with Region locked mode. Are you guys sure this is the NEXT stage I'm supposed to go?

Yep, same here. But for some people Arthes is being easier than Vertruse. There is probably some trigger that differenciate which region will easier, since different players are having different experiences.
And for Cortia the difficulty indicates easy and for Marheim it indicates medium.
So (for my part anyway) would that influence or indicate how difficult the next region to go might be ?
Yes, at least, speaking from the experience of my current save.
not convinced of the accuracy of that tbh, i took a mission to trade some pottery with a town seemingly not too far away marked as "easy" spent over an hour trying to get to it dodging really high level enemies before cancelling the quest and turning back.
Almost bankrupt me too since travellings not cheap, offloaded the pottery at Marheim on the way back then had to go do bounty missions for a while to make gold back
Honestly I thought the same thing in my first run. I think Arthes is the next area, but you need to make sure you're ready for it. Try to craft your guys some good gear at the blacksmith and get them levelled up a bit; maybe make sure you've cleared all of Tiltren before you venture out
For me the jury is still out on the difficulty balance of the two areas areas. I've hit some harder fights in both but also a lot that are pretty easy. Overall I'd say it's hard to say if one is actually harder than the other. They seem to be generally about the same really for both contracts and set story missions.
What I can do is run the trade routes from Marheim to Tiltren to Cortia and back and it seems pretty easy to get to both towns at level 4 which is nice for money, supplies, recruits etc. I can't side any down side from starting to explore both after finishing Tiltren and seeing how it goes.
