Which towers exactly? I think I cleared most everything else in Tiltren.
i am not able to clear the last skull from that bandit camp
i cleared the entire map (exhept the bandit camp)
and i killed a raiding party with a skull attached to them close to the wood cutter camp
i also killed every other bandit party i came across
there are no bandit partys anymore on that map

i can't realy take on the bandit camp
because the moment the reinforcements arrive a bunch of my companions flee the field without taking any damage before
and me not beeing able to position my units together
So this playthrough I've done them all with one skull left live. The effect of this is that the remaining skull manifests as reinforcements on turn 2 during the camp assault. On region locked I get 11 or 12 bandits to start with and then 11 or 12 more arrive turn 2. Since I've usually killed about half of the first batch on turn one at start of turn 2 there's usually a total of 16 or 17 remaining, but the 12 reinforcement start on the edge of the map so it's not as bad as it seems on paper.
I'd rate "one skull" bandit camp battles as pretty good fun, better than the average battle.
1 skull is easy compared to 2 skulls anyway. I attacked a 0 skull before but that was long ago in EA. Not even sure how I got it to 0 skull at the time, might even be I remembered it wrong as I was a noob at the time.
I've eliminated all the "external" bandit groups (the two towers and the one in the forest), and the Tiltren camp reads as three skulls, and I've even gone back to see if they've regenerated. (They haven't.) Pretty sure that's NOT how it's supposed to work.
There are always 3 skulls displayed, but as you defeat bandit groups more of them will become lighter and somewhat transparent. So either your game is bugged, or what you're seeing are 3 transparent skulls which means that there are effectively no skulls in effect.
Try attacking the camp to see if it says there will be reinforcements during the battle. If not, then there are no actual skulls and you're safe to attack.
