Legendary Shield Rampart's Tactical Slam should cost no valor

In fact, the Bucket of the Guard's engaging blow cost zero valor to activate, like a sub action and distinctive advantage of this shield build. However, the Legendary Shield Rampart's cost 1 single "vital" valor just to activate. This make this shield useless because there are other action that should be prioritize like Wrath.

Do you think Tactical Slam should cost no valor in the next patch?

I think it's ok as is. With Unstable Oil and its concentrate belt, you have a 50% chance of doing an attack of opportunity after using Tactical Slam, or triggering any other oils that affect attacks. It also gives another attack to engage an opponent after all the heavier attacks were used. 1 Valor point is a fair trade.

Eh I think you found a BUG, All Attacks of shields should cost 1 Valor, not it should be free attack.
So you probaly gotten a guard shield to drop, that is supposed to be used by NPC only.
all players Shields who have a attack option, should cost 1 Valor to use.

I think I made a mistake by jumping to conclusion. If all Shield should cost 1 valor for the player, then it's an intended feature.
