- "I want to hire a Blacksmith"
- "Great - we have two! What you need crafted?"
- "Uh, oh... no - I need that one very specific story related guy cause of reasons that writers of this quest didn't care to explain. Just go ok? I'm just an NPC!"
He's not looking for a random dude walking by that happens to be a blacksmith. He's looking for an apprentice who will stay there, live there permanently.
I guess they could add the option of leaving one of your companions, but THAT would be immersion breaking - your companions are adventurers, their goals are to travel the country and make a name for themselves, not to stay at a smith and toil away.
I tried the same, even leveled the prisoner up to apprentice level blacksmith (since Claes is also apprentice level). He really wants to risk with the Claes edoranian refugee. lol
