Recipe for Glögg

I am playing with my brother and we just got to the skelmar expansion and we can't use the glögg recipe that you can buy from the innkeeper, it simply isn't possible to use.

Is there a bug known to the Glögg recipe that it isn't usable atm?
Or is it locked to a certain progression in the tavern dlc, as we have only the first tavern unlocked.
Or is it locked to a ceratin brewer level? Which I don't think, we ahve been able to learn brewer recipes that we havn't been able to use before.

The scroll items themselves are bugged. Open the Brewing tech page and you should be able to click Learn for the recipe. Same with the other recipe from Ormance.

The recipe for Glögg isn't present in the brewing tech page, I only have the scroll for it. any tip?

No, sorry. That's just odd. i bought both recipes from the tavern at Two-Shores, and learned them that way then dropped the scrolls. Not sure if there's a brewer level requirement though, my brewer was already master level when they were patched in.
