Please briefly explain Sepulcher Doors and what is needed to enter them.
I have looked at several guides and I am still confused. For instance in my most recent new game I just acquired the first set of 3 codex. They are the "Artist" set, and guides suggest that those three are needed to open the "artist" sepulcher which is located in Mount Altis region. I go there and still cannot interact with the door though. Is it more than just the three associated codex for the door, and if so what?

In my previous playthrough I was unable to enter any of the sepulcher doors until very late in the game. Is this how it is meant to be, that doing the sepulchers is supposed to be some late, end game kind of content?

As you say, it's endgame content. You basically don't enter any of the sepulchers until you finish all of the non-DLC tombs.

You not only need the three codices associated with the Sepulcher, you also need to have a scholar work at their camp item to decipher each of them, and then you need to have already discovered the three runes displayed after deciphering each codex to finally be able to read them. Once you have deciphered and read all three codices for a Sepulcher, you'll be able to enter the Sepulcher like any other area of the map - by clicking on it.

Since each set of codices required at least one rune from just about every tomb, you don't get to enter them until all the tombs are done.

Thank you, that is exactly what I was trying to figure out.

It seems like an odd choice though since once you are at near or end game, you probably don't need any of the items or they are irrelevant at that point. I think it would be much better to be able to open a sepulcher door somewhere each time you decode a single set of codices.

I agree. At least Adaptive mode lets you beeline to all the tombs if you really want to, but it does feel odd only being able to unlock everything in the last stretch of the game.

Wartales has a few problems like that.

Take the new level 15 specializations. They're almost entirely useless at level 15. By then, you're one-shotting everything, anyway. And most of the new specializations would perform best when the game is at its hardest - before level 8. In my current run I just used Cheat Engine to get a level 15 of every class to unlock them, so I'm using a low level troop of nothing but the new specializations, and let me tell you many of them feel GOOD to use at low levels despite their high VP cost abilities.

If you place mercenaries in the Tavern, but do not let them work in the Tavern. That is, do not give them a profession -- will they increase their skill? To motivate me to play, I need them not to increase their level. And it would be even better if there was an opportunity to decrease the level.
You were answered in your other thread about this, but for posterity, I'll mention it here as well.

If you keep your mercenaries in the reserve staff at your Tavern, not assigning them a role and just letting them lounge about instead, they'll not gain any experience of any kind.

Unfortunately, there is currently no way to decrease mercenary levels.
