You not only need the three codices associated with the Sepulcher, you also need to have a scholar work at their camp item to decipher each of them, and then you need to have already discovered the three runes displayed after deciphering each codex to finally be able to read them. Once you have deciphered and read all three codices for a Sepulcher, you'll be able to enter the Sepulcher like any other area of the map - by clicking on it.
Since each set of codices required at least one rune from just about every tomb, you don't get to enter them until all the tombs are done.
It seems like an odd choice though since once you are at near or end game, you probably don't need any of the items or they are irrelevant at that point. I think it would be much better to be able to open a sepulcher door somewhere each time you decode a single set of codices.
Wartales has a few problems like that.
Take the new level 15 specializations. They're almost entirely useless at level 15. By then, you're one-shotting everything, anyway. And most of the new specializations would perform best when the game is at its hardest - before level 8. In my current run I just used Cheat Engine to get a level 15 of every class to unlock them, so I'm using a low level troop of nothing but the new specializations, and let me tell you many of them feel GOOD to use at low levels despite their high VP cost abilities.
If you keep your mercenaries in the reserve staff at your Tavern, not assigning them a role and just letting them lounge about instead, they'll not gain any experience of any kind.
Unfortunately, there is currently no way to decrease mercenary levels.
