LVL 15 Master Class Specialisation

Hello, i have a problem. One of my mercenary got lvl 15 and i have received a quest visit brotherhood for visiting Master-at-Arms for new mace specialisation, but when i coming there is no NPC. Does it bug or what i did wrong ?

This has been posted about here before, and every time I've seen it posted it's when the Brute (mace class), specifically, is the class that hit level 15. I suspect the Brute hitting level 15 just fails to summon the NPC you need to talk to.

Hit level 15 with another class and the NPC should arrive as normal, allowing you to learn Brute's new specialization as well.
