Report a translation problem
"Allow the modification of the skill order in combat"
It is Disabled by default. Enable it.
Then, in combat, you can hold left-click over a skill icon to drag-and-drop it where you want it to be on your bars.
To change bars while you're dragging the icon around, hover your cursor directly over the up or down arrow that you would usually click to change the bar number. After a second, you'll see a little loading circle appear for a moment to indicate that it's about to do something, and once the circle completes it'll change the bar number.
It's a little finicky to get your cursor in the right spot over the arrow. The very tip of your cursor is what needs to be directly on the arrow, but it's hard to tell if it is or not since the skill icon you're dragging obscures the arrow's graphics. Just slowly move your cursor around the area and you'll notice the right spot eventually.
Do this^ then skip everything else they said and open up your unit's character menu, just above the skill location you should see a small white refresh symbol, click on that. It'll collapse all the skill locations into a sequential order instead of having a random skill on ie; "bar 2 slot 7".
