If you have the Pirates of Belerion DLC, you can find one in a locked chest in the Serpent Cavern. Sail to Per-Bast and take the North Road and the cave is on the beach.

You can find a Mace-Bearers fighting Inquisitors
1. On the road southwest of the Grimneer Saint-Septimus District Market after starting the Brotherhood Murder investigation. (Northeast of the Sawmill)
2. Outside the Iron Hoof Stables in Drombach after you clear the debris inside. (Between New Asthel and the Border Crossing)

3. Assassinate battalion bounty in Drombach, unlocked via Crime and Chaos path.

The chance of dropping the shield is low and item drops are predetermined RNG. Save before the fight. If the shield doesn't drop, load the game, go to a town market to use up the pre-set RNG, save then go fight again. If the shield still doesn't drop, load the game, go to a tavern to use up the pre-set RNG, save, then go fight again.

You forgot the Fate of Vertruse quest line, where you'll fight "unknown soldiers" who have alazarian soldier equipment and the end of Fate of Ludern if you sided with the Trackers.

The only advice I'd ever give to anyone is this. Any faction from the Kingdom of Alazar are villains with amazing gear. So, beat them down and take their stuff.
