Skill Mastery books?

So I recently decided to start a new game, to try and test some of the more recent changes from the perspective of a fresh start/new player, and have noticed that the Skill Mastery books have vanished from the training grounds. I've traveled to Smot's arena, and can't find them there either. Have they been straight up removed? Or was there a condition like a level requirement place on them?

You need power and glory path level 4, then they'll be available at the usual locations
