Report a translation problem
For myself, selecting what monitor I want to use in the options works fine. If you don't want other stuff to relocate then don't use fullscreen, use windowed options.
*Edit* I was able to start the game in OpenGL mode on the 4K. In Graphics Settings I noticed the monitor was set to "Generic PnP Display". I exited the game and started it using the regular starting option. It started up perfectly on the 4K. In Graphics Settings this time it says "Display 1". I exited the game and started it up again immediately to make sure it still works. So far so good hopefully it stays this way.
Full screen acts no different than borderless for me with my dual monitor setup. My mouse pointer just goes off screen and activates my other display when I rotate my view while in full screen. I solved it by forcing the display to use only one monitor before starting the game. I have seen this issue with other games as well.. Battletech does the same thing to me.
I would give this a try and see if it works. It might be the only fix until they actually fix it..
