In this case, of course they are still overpowered, because you can get animals 10 levels higher than your enemies are.
But well, the game isn't balanced around region locked. It's just a fun addition for people who like to play that way.
As for adaptive, bears are tanky, but that's it. They need to be enganged for a turn to really start dealing damage (unless you use the new legendary collar I think).
They can't learn the neutral skills and they can't use oils or armor layers, reducing their potential late game.
I'm in an early phase of the game but he is totally OP with 200-300 HP while the enemies have only 20-30hp.
I'm curios to see, how he scales later.
