Where's Lady Mayoress Gontrande?

I made many and many visits to Stromkapp, but I have never spoken to Lady Mayoress Gontrande. By playing the game, I learned about the conflicts between the farmers and the refugees; and I sided with the refugees. At this time I have completed all the quests in Tiltren, except for "The Fate of Tiltren". From YouTube videos, I learned that I have to defeat Gontrande in order to obtain a pass to leave Tiltren, otherwise I will be stuck in this town. I went back to Stromkapp, but she is not at the town hall.

Have I broken the game? Maybe I can still salvage the game if I can defeat Gontrande; but I have no idea where I can find her. Please, I need help in finding her location. Thanks in advance for your reply.

i just got passed this part on my first playthrough, i had to go to The Haven and meet with the refugees and they asked me to go fight with them in Stromkapp for their rights. That triggered a fight with her and a bunch of her guards!

I met Fergas, Refugee Leader, at the outskirt of Stromkapp and joined forces with him and fought Gontrande. Winning the battle brought closure to the The Fate of Tiltren quest.
