Report a translation problem
Once your thief reaches master level and you've spent the appropriate knowledge points, you can steal a few things for a reduced suspicion penalty. So, once in awhile you can steal a bit of food and generate no suspicion, but if the item has more value (gems, weapons, skill books) you will still raise your suspicion level.
Attacking anyone that you do not have a bounty for will up your wanted level, unless they are skull bandits, deserters or pirates. The exceptions are odd groups like the drunkards in Tltren. But it's a good idea to avoid attacking groups like that until they show up on the job board: A few dozen crowns worth of loot versus the loot and a few hundred crowns to solve the 'problem'.
