so I almost lost a guy because them guys I had to fight were the toughest yet I just fresh in
and I lost 2 meds some materials and do I even get my chains back and lost exp for not killing the guy

No worries, man. You're only wanted if you have 100 suspicion or higher (bar on the top, left part of screen) The guards will chase you if you get within a certain radius of them. You're fine if you're lower, but make sure you don't walk right on top of guards with any suspicion though, cuz they'll get alerted when you're right next to them, and might grab you if you're on top of them. Happened to me before.

Am I getting this right on when I hover over other peoples property, they all have
their own suspicion cost to acquire and if i'm successful at the act I assume this depends on the level
of the thief, get caught or no I get the suspicion cost and If suspicion is not a hundred, I can just let time go down and just If I want to do another heist keep in mind of that suspicion cost and not exceed the 100 suspicion level?

Basically you can thief to your hearts content if you aren't going over the 99 suspicion threshold. The suspicion level depends on the cost of the goods you are stealing, so they only really differ in that regard.
You will always get suspicion in the range it shows you unless you have a master thief, then you have a chance of stealing an item without gaining any suspicion. But like I said, as long as you remain below 99 you won't have any trouble with the guards.
You can try stealing items and if you are going to go above 100, you will get a pop up warning you, about continuing, and you can back out if you want. That warning however will never pop up again after your first time at 100 or higher. So, it's a nice way to steal without going too high at first.
Yep, as long as you are at 99 or below, you can just wait a little while as your suspicion drops and you'll be fine, and dandy. You can continue to thieve with suspicion, but it does end up stacking up pretty fast, as long as you can keep it all below 100, you're good.
It really helps out a lot early game to get those resources without having to use gold which is hard to come by early. Also, once you have stolen goods, it's a good idea to put them in your camp chest, and have your thief assigned to the camp chest to fence the items you acquire. (You can tell when an item is "hot" because it has a red background.) If you try to sell a stolen item without fencing it first, you will gain more suspicion, and if guards search you with "hot" items, they will either try to take them from you, or force you to pay the value of them.

Yeah, I forgot about that one. It happens pretty infrequently though. Just make sure you save before you steal.
