How do I get max lv. Legion gear? I can't even find them in Arthes.

If I'm playing region locked, can I even find them at max level? The guards at least level up in region locked so I thought I could fight them in Arthes but the guards are only the Guard faction. I can't even find any Legion enemies.

The level of the equipment dropped is according to the enemies, so you only need to search in the max level region (for max equipment lvl13). For region-locked you only have to go to Dornbach. Do pub missions here and pray that there is a legion class quest (I guess it's possible, but it's definitely not frequent). For equipment, it is therefore much better to play "adaptive", where you are not limited by region.

And to the equipment. The medium armor of the legion (commanders set) has exactly the same stats as the equipment of the brotherhood (goons set). This is much easier to get as it drops from merchants I think (and if I'm not mistaken they are also region-locked to your level...so you can farm them in any region). If you are not only interested in appearance and class itself, then I would try to focus more on brotherhood.

In my opinion, getting heavy equipment of the legion (hothead set) is the most difficult in the game.... here I wish you only a lot of luck in your search (its appearance is quite rare and the drop is even rarer due to the fact that no commander of the enemy group carries it) . ...personally (in the current game) I walk like a madman and I have completed a lot of missions, I have about 3x helmet, 2x shield, but no armor yet.

You can end up fighting the Legion on random Assassination quests.

Also check Golden Caravans, they usually have rare stuff.

In my opinion, caravans (even gold ones) will sell you (or steal from them) max lvl12 equipment (ie it will never be "best or max"). If you attack them, the drop from enemies can be lvl. 13, but it won't be Legion. So I don't think you can get the "legion lvl 13" combination here.

At the blacksmith, you only increase the number of stars (and slots) but no lvl (for the equipment in question). You can increase the level only in the case of upgradeable items (and merchants/caravan really don't have those). You will NEVER increase the level of the equipment I wrote about.

If assassination missions can contain any enemy in any region, I'll just have to farm those and hope I get lucky. I can't even find Legion enemies in Arthes, and the missions there are only at lv. 6.

I wish we could switch region-locked mode like we could the difficulty. I picked region-locked because it was my first and a blind playthrough. I understand a lot more now and I just want to finish gearing up my companions. I've still got a lv. 12 archer running around with a lv. 5 War bow.

Going with a lvl12 archer with a lvl5 bow is obviously nonsense. But you don't necessarily have to focus on the best equipment in the game, but on the best you can achieve at the moment.
At lvl. 12 you should be able to make your own bow.
In the tomb in Arthes, you can find the best bow, which can also be upgraded.
There are also missions in the pub in which you can get other upgradable weapons (the missions have a slightly different preview window)... you can complete these missions in any location at any lvl and subsequently improve your weapon. It takes some time before such missions appear, but there are quite a lot of weapons there...I found 16 of them, I think (which is more than you will probably need).

The Tomb in Arthes has arguably the best 1-H Mace. Maybe you are thinking of the Arthes Champion's weapon?

yes, sorry. The point, of course, was that he might have had this weapon long ago (if he didn't already).

I stuck with the lv. 5 bow because I liked the bow and didn't want to use any other. It still did work even at a low level because it's a good bow. I've since rectified that issue getting a max lv. version of it but I'm still holding out for the Legions.
