I am trying to look for the Belerion Pack, I visited every island, eventually focused on every part in the north but still can't find it. Is it a bug?

I did, and I did not check the other side fo the river ono this island, only around the library and all norther island.. I considered this more east..

I have been looking for past 2 days and 3 minutes after I post this, I find the body..

i found it , if u look at the per bast great library , its on the right of it beyond the river.

East bank of the river on the northern part of the island, to be more specific.
