The knowledge point in apothecary is what tripped me up. I gathered a ton of the materials but I missed the option in the knowledge board to actually make it somehow for a long time.
I was hoping the 8+ equipment would drop some it never has for me so far.
I suggest you get yourself down to your local forge today and start crafting.
Rinesteel gear is very good. Just how good depends on how good your blacksmith is. Mine's been a Master since before Ghost gear and if yours is too then the rimesteel gear you craft will far exceed anything you can loot or buy with the exception of the weapons you get from the area bosses, arena's and tombs.
I fell back into Solasta for a bit, my group just hit level 8 so definitely a goal to gear up when I come back to the saved game. I got both ghost equipment and rimsteel recipes long before I could actually use them. I guess that is an advantage on future play through you have a better idea of when and how to spend the points you accumulate.
This is because recruiting new mercenaries is tied to your average level in the party...
If you tame and capture very high level creatures in say high level regions and dump all your merc off except one or two in trading posts, then your average level shoots up so much that even at the starting region of Tiltren, you can see lv7-9 mercenaries to recruit after they reset.
