Found on bandit corpse after you beat the tower encounter

Bandit camp at the south hill facing the Wealthy Farm, go up the hill to the training camp where you buy skill books, keep going into the snow above. Oh and it is better to keep the medallion for +1 Willpower if it keeps your char at 15. The reward for turning it in is just influence iirc. You need to click on the bandit corpse as the above poster mentioned.
