So I'd guess this is a response to player feedback.
For weapons, mostly, but not entirely. Some legendaries are better, even though they come with drawbacks. This is especially true for one and two handed melee weapons. The legendary bows and spears are wholly lacklustre IMO.
Oh, and very early game, before you can craft iron gear for everyone then scavenging whatever loot you can find as equipment is obviously worthwhile.
I'm big into crafting, so I think the balance is about right on weapons, with only special named stuff being better than crafted usually. But for armour I don't even bother checking if the loot, which is a shame. The problem is that oils can be used on crafted and looted weapons, whereas looted armour has no layer slots - or at most 1 and very rarely 2. Give special armour loot more layers and things would be perfect IMO.
Weapons are different, they have different functions. Crafted weapons can be best if you're after that specific effect. Such as crafted daggers are all ambush daggers (+30% crit rate when attacking from behind). Or crafted spears which do 110% max damage to non-adjacent enemies. Or crafted maces which do 50% more damage when hitting armor (when paired with Perforating Oil and Guard Breaker skill, hits like a truck until you find something better of course).
-crafted dagger is good on a cutthroat, +35 dmg from backstabs
-2h swords, just a plain fan aoe
- spear is ok, doubles the damage if it strucks from a distance
the rest of the weapons have trash skills, but as many pointed out, you mostly keep the armor due to the layers, hopefully, the developer team will expand on the idea of customizing your skill set for your weapon of choice, or add/rework more or different crafted gear.
Lv12 Fugutive Bow rains down very painful fire arrows for instance as the stats are higher.
Maybe dismantling a weapon twice as high in level and the recipe gains 50% of the currebt level.
Two lv2 items upgrades a lv1 to 2.
Two lv3 items upgrades a lv2 to 3.
Going at a 4+ level difference will instant level up.
