Bandit lair tiltren
there's only one skull missing and I can't find it anywhere, I've been all over the county and I can't find the group of bandits

They are probably having a good time hiding in a forest. You can still attack the lair, if you're feeling confident.

Like Vale said, finding the last one is a real case of "good luck chuck", easily my most disliked mechanic in this game due to how a patrol can basically be on the other side of the ♥♥♥♥♥♥♥ continent, yet can somehow return to the base via what I can only assume is some kind of wormhole... damn Bandits and their warp technology!

That being said, I tend to run into a bandit group with a skull in a forest either on the northern end, or western end of the map, near a coast though I don't recall where exactly (Sorry), hopefully that bastard is the one you need.

They hang around in the forest between Old Thingy's Sheepfold and the Lund Farm

There is a gang that hangs out by the coast between the sheepfold and the old lighthouse but they're not the ones with the little skull symbol that the OP is looking for

as far as I can tell, the "skull" bandits that're tethered to a tower, are somewhat random. I've seen them directly next to a tower and then rest and come back, they're gone and on a nearby mountainside or in a forest, instead.

It's annoying because I'm never really sure what tower the skull bandits are tied to, or if some of them even are at all...

I think some of the "defended" locations also count to the reinforcements, only skull I saw was one of the abandoned towers that had a skull, killed them and now the lair has no reinforcements
