Is this a late game thing? I haven't seen anything like this mentioned so far, or is a player invented game and I being gullible? Haha
It's a mid-game thing: you need to reach the Gosenberg province and find the Rouste field north-west (IIRC) outside of the city walls.
Once you've found it (and maybe won the match ? I can't remember), a Rouste field will open in each and every other province, with local modifications to the rules (ex : obstacles on the fiels, three balls, etc.).
