I think if you 'visited' the town it negates their spawn.
They DID venture as far as Cortia to find me though before I stopped seeing any of them at all.
They also don't count against you with suspicion since it's a different 'noble' that has issue with the deserter, and that noble is not native to the region.
Also tried attacking Merchant caravan, they aren't hard at all, in fixed region levels they are level 2, but your suspicion skyrockets once to 50+ when you start a fight, and if you murder both merchant NPCs, you take all their goods but your suspicion shoots up another 150+.
Good thing here is if you have lots of travel/trade posts, dump off all your companions except the cook and preferably you make the cook a ex-slave for the halved wages, and bring in cheap food and 'fast travel' back and forth until the suspicion wears off.
It's about 1 day for 50 points, unless you got all the upgrades to clear it faster.
Ludern to Cortia is 3 days worth of wait and clears 150, and you only need to feed 1 person (count as 1 rest) and doing it 3-4 times counts as 1 wage payment anyways.
I'm not sure how, but I managed to glitch the Tiltren storage to allow me to withdraw trade goods in it while in Cortia somehow with no taxation, it didn't let me afterwards.
