once you hit the limit on suspicion, you cant steal anymore
plus your crimes add up, you may only steal a dead rat, but if you steal 10 dead rats from 10 different people, your fine is in the thousands and you cant possibly afford it
steal thousands of dollars of training books from one training camp and its 60 or 80 bucks
Also you can learn skills that helps you avoid the guards or reducing suspicion as also items that if equipped can make some thefts not raise suspision at times as also make it easier for your thief to pick locks.
The only thing that can get annoying is the constant running from the guards when your suspicion is max because at that point they will partially start searching around the map to find you instead of just moving on their paths. :)
In such cases though you can decide to defend yourself by attacking them and looting them or pay them if you can afford it.
I did a bandit play through, when the game was first released and it was fine it is as expected more difficult and much more fighting but entirely possible if that is the path you want to go down.
I would not do it as my first play through unless you have good experience of how this type of game works but I did not come across a fight that I could not handle.
High risk high reward play style.
Also, the longer you can hide with high suspicion, the more path points you can generate as well.
