The merchants only travel the roads, you know. We spend as much time, if not more, travelling off-road, indeed through the forests and across mountains.
It makes sense to use ponies and no carts, given the need to be mobile and flexible. It's just more plausible.
Wagons are great on roads, remove roads and they become a burden.
Small mercenary bands would probably not use them.

There is a path for Trade & Craftmanship. This can be role played too. Traders use wagons to carry their goods. Look at all the merchants running around getting robbed. They have a wagon.
