I love this weapon.
I use it with a berserker with the reckless ability, If it's his first turn, he might one-shot the bad guy. But if that's not the plan then I don't try to hit more than two targets in order to maximize both damage and bleed. Three or more targets dilutes the damage too much unless all the bad guys are nearly dead anyway. It's an aoe weapon, so i'll stop short of engaging the first two, slash, then move on to a 3rd target.
For instance let's say my guy is facing 2 hoodlums with an archer behind them. My guy has 20 movement, so he's fast. The hoods are close enough to each other i can hit both. I do, without engaging. Now neither has any armor points and is at 50% health. I got lucky, and the bleed will kill each after he acts. I'll take the hits later, but they are out of the fight. Then I engage the archer and burn a valor point to rampage on him. Whether or not I kill him, He's out of the fight too, because once engaged he can only punch. At 5 or 6 points, he's no threat. If the battle started at 13 of them and 10 of us, now it's 9 to 9, and I haven't even used any of my other aoe weapons.
It's also good against tanky types IF that's your only target. Slash, rampage, take the return hit and watch the bleed effect kill him or nearly kill him.
All that said, If you don't like Splitter, you can always sell it. (I always get rid of Bog Thunder as soon as I acquire it.) A weapon only has to be used if you want to.

for the usage: you can deal a big amount of damage if you only hit one enemy with it. this weapon is wonky because it distributes the dmg and the lingering dmg to all hit enemys. so if you want to make a heavy hit just hit a single target. my Torus does 80+ dmg with the boosted first hit at lvl 6, thats nothing to snear about.
Since it does area damage and delayed damage, I made an AoE DoT build (with burning + bleeding oils and poison belt) then I tried to hit as many enemies as possible. But it is not as good as a Ranger with the Poisoner specialization. So I guess it wasn't intended to be used like this. The idea sounded fun but it's not very efficient.
I will try to use it as a more straightforward weapon like you all suggested and target 1 unit (although the area damage makes it a bit counterintuitive but maybe it's supposed to be some sort of "restriction" I guess).
So i usually charge in, hit 2 targets with a charge, hit 3 targets (preferably light armored ones) with 3 swings, get inspired and run away.
