so I asked a question about a bear I tamed the other day having 40 more con than a bear 2 levels lower that it. your starting mercs and the ones you get early on are essentially viable throughout the game but if you recruit higher level mercs they come with massively increased base stats (usually a very high con) and you still get to put all their points in as you level them. the only thing they don't have are all the traits you've picked up along the way. so definitely the games seems to lean into your mercs dying or your dismissing them for just straight better ones as time goes on.
