Alazarian Heater Shield and War Bow hunting

I'm playing adaptive, have 2 brute destroyer off tanks and a swordsman main tank with destabilise... One brute has a standard round shield and the other two use lvl 3/4 alazarian Heater shields, which are insane. My swordsman often has what is effectively a double riposte.

Additionally, my single archer is using a lvl 5(ish) War Bow. I've got plans to switch to a flaming arrow skill type bow (unsure of the name) for rat infestations as well.

Should probably also mention I've been through Tiltren and Vertruse, and currently in Drombach (but my least favourite zone so far due to all the mountains).

I'm pushing level 8 across the party now, and these items could do with an update in terms of level.

So questions are:

Where can I target for the Alazarian Heater Shield?

Where can I target for a war bow?

What is the flaming arrows bow and where can I get one?

i don't know the flaming arrow, but war bow is the best imo (specially my 2 stars lvl 13)
So war bow, it's the easiest to get, fight guard (and pay next time, to fight again...), the captain get one, you are almost sure to drop one (but in hardest difficulty, you get a over level bow, and you have to wait to reach the level up)
The best shield for tank isn't the heater shield, but it's very strong on a brute tank (get only a 1 star of it...), and you have to fight alazar team (get mission in taverns, personnally i cancel all bandit's missions, worst loot ever)
The best shield for swordman tank must be a skill shield, to engage. (you can engage disengage, and engage disengage 3 or 4 times, and gain riposte deflect fury inspiration with the appropriate skill, very fun to kill an enemy tank with it). The inquisitor shield (burn) or the legendary shield (arena arthes are the best for that) are the best to do that
The best shield for berserker warrior is the peace keeper, boost your damage by half your guard. And you have to fight legion team for that (the captain get the best spear, legion spear, hit 4 times, with explosive oil, it's op)
last tip, farm the 2 stars item only for your max level, it's very rare, and you have to grind level 11, so with luck ;)

Alazarian Heater Shield is from Alazar faction groups, you can find them in Grimneer Assassinations, Drombach County (alazar), and some other places bounty.

Warbow is from Guard Captains, they are from attacking guards. or assassination mission in Tiltren.

Flaming Arrows drop all over the place they are from Deserters, simple bounty missions will get you them.

Nope, if the bow is lvl 13, you can equip if you're level 12, like all stuff in the game. And if you're level 12, and fight vs lvl 14 enemy, they have and drop level 13 stuff, not level 14 (would be weird, cause unplayable)

That shield is quite amazing. Frustrating as **** when you're fighting enemies who have it though.

I have been trying to get the Alazarian Heater shield in Dromback with no luck at all. I’m fighting against units that have it but it never drops.
