Encouragement bugged/broken (for me)

So, firstly I'm going to guess it's supposed to work like all the others, click and it does it's thing, well this skill only works when it feels like it, I've tried dozens of times and only got it to work twice, I've given up trying using it and will probably restart due to having a skill choice not working (for me) and I'm only half way through the first area, just thought I'd mention it.

And on the off chance I'm being a noob! please tell me how this skill is supposed to work.

it is broken for me too. before, when you cast it, it was giving a visible buff icon for 2 rounds on the caster and any friendly character in range. now when you cast it, the buff is visible for 1 seconds then disappear and its effects is not working.

it seem to be random because one game, i was able to cast it normally then i reload the same fight and it was not working.

I use it every fight. The icon shows exactly as specified for 3 rounds in my case because I have the Mastery skill upgrade. It certainly seems it be working because my damage is very low.

I select the skill. It requires 1 valor point. With it selected I then click anywhere in the area and all highlighted allies will receive the buff. Then right mouse select one the allies and there should be a white shield icon showing in their buffs.
