I find the guards and pay the fine, typically it's a pittance for the crime itself. Don't keep stolen gear. Either use the stolen gear right away, so it isn't in your inventory or launder it using the camp chest (usually one stack of items per rest with a master thief). If you're close enough to the black market, race there to sell it. The only area I fought the guards was Drombach, because ♥♥♥♥ the Inquisition. There I was strong enough to wipe out a group of guards in the first round, preventing reinforcements. If you aren't strong enough to take out the entire group in the first round, don't fight the guards.

If you can't afford the fine, stick to the woods and wilderness areas, where guards are unlikely to track you. Try and find outlaws and deserters to kill until you have enough loot to sell to merchants/black market to raise the funds to pay the fine and drop your suspicion.

I stock up on the food, medicine and repair kits and build the points for fighting guards with while having a high suspicion/wanted rate to grind the crime path. After I get as much as possible and food and repair are going down I pay the fine....

Additionally (if you're completed certain quest in Grinmeer region) you can for a small cost of in-game time quickly drop suspicion level.

for laundering do i need to put stuff in the chest or just assign thief at chest?

Both, the items need to be in the chest and you need a thief.

i wish there was like when you kill guard group that +100 suspicion went down to previous value 'cause no one lived to tell the tale

I keep my suspicion under 100 till I am ready to deal with what comes with going over 100. Then when I am ready I go all out with the books get maxxed out and just avoid the guards by staying off the roads when I can. you can easily run away from guards if you have the run speed stuff and your not always using it till you run out of stam. Never get caught with zero stam and run speed on cooldown.
