Fair warning, Ludern is a bit of a level jump compared to Arthes and Vertruse. It is almost as if there should have been another region in between. It is doable, though, but caution is advised.

Ludern

is the way to go.
Yeah, I agree with Arthes and Vertruse being pretty much equal. Both start at level 4 enemies and both have level 6 stuff at the extremities.
I think the most important things are:
* it is advantageous to blaze a trail to both Cortia and Markhiem as soon as you've finished Tiltren since that opens up a solid trade route.
* it is advisable to fully complete both Arthes and Vertruse before venturing into Ludern. Ludern starts at level 7 IIRC (although there might be some early level 6 stuff I can't remember) so you really want to be level 7 yourself.
* The Ludern arena is conveniently located on the main road quite near the border with Vertruse and therefore can be reached reasonably safely earlier. The advantage of this is that IIRC you get the training dummy recipe from it. It may be a bit of an epic winning the arena championship early but the training dummy is very effective at levelling up your mercs, I'd say it's the star prize in the game.
