Remnants can be reconstructed by your Scholar when they are assigned to the lectern.

As OP says, they can't be researched. A bug then?
I thought they were new with the Skelmar DLC, never saw them before the other day. Perhaps they're literal remnants of what later became the relic pieces from tombs.
I know you are tagged as a developer, but are you sure you aren't thinking of "fragments"? No one seems to be able to use remnants on the lectern (searched here and reddit). I have 10 of them and the consensus seems to be they are literal remnants of something that was removed from the game after beta.
