If you steal occasionally you can get away with it and your suspicion will gradually go back to zero. As long as its below 90 or 100 i forget what the exact number is the guards wont chase you but if you make contact with them they will confiscate the stolen goods.
I havent played in a month or so but i remember cloth is out there as i needed it to raise mt blacksmith level.

I also was using my RL morals in the game but after awhile i told myself its just a game and the ppl i was stealing from werent/arent real.
Until i got the salt scoop i always stole salt and even after i did to save money I knew I'd need later.
Once i got over my own issues with stealing in game i did it as long as my suspicion level was under the threshold where the hunt you down.
It hasnt prompted me to steal IRL or change how i feel about ppl that do . Its just like killing the people that are just trying to survive in the game. They arent real and IRL id never do the things you/I do in a video game.
But you do w/e you feel is right, its your game so play in any way you find satisfying and fun.
