If that's the tower outside of Gossenburg then it will become part of the story after you go to the mine in that zone.

I went to the mine and just found dead bodies.

Back near the tower you should see a battle between pitchfork symbol and guards- that's escaped slaves from the mine. Pick a side and after the battle you go to the tower and find out its secret.

Go back to the mine and recheck everything inside. I think the part you are missing may be near the exit. It should tell you about bloody foot prints and let you follow those tracks.

There's a small dig area near this tower, which will take you further in the story.

Dawn Tower outside Gossenburg may have a "???" as its quest description. If this is the case, head North East to Hoeverndorp Mine. There you will find a massacre within. Specifically you have to click on the bloody footprints inside by the cave entrance. This will reveal a blood trail outside that you can follow back to Dawn tower, where you will encounter two groups fighting and have to make a choice as to which side you fight for.
