So I have 95/100 % of the murder investigation and the brotherhood tells me to accuse someone of being the murder.
Where can I find the rst 5% .... ?
After checking the evidences, I believe it was Bernna. But at the council he gets free due to missing evidences.....

Do I miss something ?

I was at ~70%, when found the son, just accidently entering brothel again and read for the first time all what I got I assumed its pretty obvious that its Berrn if only devs are not hiding something crucial to make this conclusion false.
Answered in the court everything right, but - there is no option about the "arena". Only robbery, vengeance (I was sure the script should be connected with one of these two but no) - and political stuff.

So you just can't make option "arena" open without one of the findings, am I right?

I can't find Brenna anywhere; do I need to complete the arena before being able to speak to them?

The correct options didn't trigger for me until 91 percent. Before you can successfully accuse Bernna the attack on Hoevendorp manor has to happen, you then go to the ship on the docks and find the documents that were stolen from the manor. After that you can accuse Bernna and the right options appear.

I'm stuck at 95% as I didn't sell the eel soup to the merchant before the ship event... now Brenna isn't at the arena, so I can't accuse him. Now what?

Completing both the Arenas in the city is part of the quest chain yes.

This is my problem too, merchant on ship dead, The person I need to accuse isn't visible as I already spoke to them once for the thing they wanted help with so....

You don't need that ship merchant to finish the quest, it just opened up new items for sell if I recall. The needed item that is important is inside the ship.

Ok so the main issue is the person I need to accuse isn't at the arena after I finished the arena quest.

I have 97 % of the investigation and still can't accuse the murder. I really don't know, what to do else. I have the papers from the rooks at the ship, found Lyderic, did the arena fights and the ball game. The brotherhood does not help and I can't enter the embassy.
what did I miss?
