If the enemy is already in the cone of my attack aoe when I set it, will enemies still trigger these attacks the moment they move?

yes, but take care they are not to near or spearusers too, because than they wll still attack you after the thrust.

So basically, spearmen can just permanently lock down the enemy? Wow that's insane.

with the skillupgrade they can do it 2 times per use (the archers 4 times, but they dont set a movestop to the enemy) , its a great tactical tool, as long you have good chokepoints. without a chokepoint or when setting the area a pixel in the wrong direction, the AI sometimes tend to just grace around the area the skill works on and still get you. in a massfight like ratnest with much open space you get 2 rats down with a spear but the rest still just swarms you.
i tend to use duos of spearman and infanterists, working at the same area, that way smallfrys/already heavy damaged units dont set of the spearthrust you want to have vs hardhitters.
another problem are the enemys with displacement skills.
