Check all random merchants on the roads. It's tedious but it will eventually get you the cloth.
Gems, Spices and Pelts Cortia.
Spices, Scrolls and Silver in Marheim.
Spices, Pelts and Amber in Garusa.
It's probably one of the easiest materials to find - you'll find them - if not you can purchase them in just about every town that has a merchant in the food purchasing area
You can find a little bit in a drop point opposite the Tildren Stables, across the road to the North.
It's sold in Vertruse at the Drapery as Rompier02 said.
Evidently, cloth was much more sparse in the initial phases of Early Access. This topic isn't relevant anymore.
- the shabby camp in arthes sells cloth
- the marheim merchant in ventruse sells cloth
- you can get cloth as a drop when you kill/defeat enemies
- you can also buy some at the drapery in ventruse
Problably more places in the meantime I didn't checked yet since I started a new game and deleted my old save.
Also sometimes on the blacksmith vendors.
But merchant and the merchants going around on the world map are the most frequent sources for cloth.
It is very abundant once you look it up on those sites.
