Try perhaps to desinstall hstools, it seems this try to launch scripts in parallel of the game ?
Not sure what else to do.
Edit: Just disable my antivirus and update okay
I get this, and can't play. I uninstalled, but it made no difference.
I've run as admin and turned off all anti virus, still get the same error. My install is on the D: drive as the C: drive is only small but not full. It's the way Dell has configured my last few desktops so all my games and Steam are installed on my D: drive so not sure if this maybe causing a problem. There is not enough space to install the game on the C: drive for me to test.
Try run the executable in the game directory to know if it's steam's fault?
ALso, all the disk write errors, go to steam settings, downloads, and clear the download caches;
